Tethering/Chaining

Sec. 4-20. – Tethering.

It shall be unlawful for any person to tether, chain or fasten any animal in such a manner as to:

(1) Permit the animal be unattended upon any public sidewalk or street;

(2) Permit any animal be unattended while on owners premises, except during a temporary restraint, which temporary restraint shall not last longer than is necessary for the owner to complete a temporary task that requires the animal to be restrained occurring:

a. During a lawful animal event, veterinary treatment, grooming, training, or law enforcement activity;

b. During a period that is necessary to protect the safety or welfare of a person or the animal, if the animal’s owner or handler remains in visual proximity to the animal throughout the period of restraint;

c. While the owner is engaged in, or actively training for, an activity for which the license issued is associated with the use or presence of animal; or

(3) Permit injury or pain.

It shall be unlawful to tether, chain or fasten an animal in such a manner as to not permit it to reach shelter, food and water.
