Sec. 10-2. – Humane treatment.

(c) It is unlawful to keep a dog or any domestic animal on a leash, chain, tether, or any restraint less than eight feet in length, free from entanglement, for more than 12 hours in a 24-hour period. When temperatures are above 90 or below 32 degrees Fahrenheit, animals cannot be restrained for more than 30 minutes. If an appropriate shelter, as described in section 10-4, is available and within reach of a restrained animal, as well as restraint not less than eight feet, the temperature limitations do not apply.
