Sec. 4-3. – Cruelty to animals; animal care.
(5) No person shall tether, fasten, chain, tie, or restrain an unattended dog, or cause such unattended dog to be tethered, fastened, chained, tied, or restrained, to a dog house, tree, fence, or any other stationary object or trolley system. Nothing in this paragraph shall be construed to prohibit a person from restraining or tethering with a properly fitted harness a dog for reasonable periods of time, considering weather, time of day and other factors relevant to the protection of the dog’s health, safety or well being, provided that the dog’s behavior is not creating a public nuisance, or while using accommodations that are associated with a licensed activity, or from walking a dog with a hand held leash.
