§ 230-11 Animal care.
E. The owner or custodian of a dog may not tie, chain, cable or in any way tether a dog outside for a total of more than four hours a day. If a chain, rope, line or other such item is used to tie an animal, it shall be of sufficient length to safely and humanely allow the animal freedom of movement without becoming entangled with obstructions. A dog may not be tethered using a collar or harness that is made primarily of metal and is not at least as large as the circumference of the dog’s neck plus one inch.
