4-605: USE OF LEASH, ROPE, CHAIN OR SIMILAR TETHER ILLEGAL:

It shall be unlawful for the owner of any dog or cat to keep or maintain the dog or cat on a leash, rope, chain, or similar tether; unless the dog or cat is under continuous supervision by the owner, or other adult responsible for the animal.
